Up till recently a Chicago Police Tac Team could stop and frisk 8 gang bangers loitering on a crime hot spot in a matter of a few minutes... Today that same stop would take hours in order to complete all the paperwork - WATCH MURDERS, SHOOTINGS, VIOLENCE and CRIME SOAR IN CHICAGO as it has already in January.
