Mayor Rahm Emanuel plans to announce an agreement Sunday between the city and major airlines on a $1.3 billion plan to build a new runway at O’Hare Airport — which city officials hope will lead to new gates and other terminal improvements to help reduce delays.

The last runway proposed under the city’s O’Hare Modernization Project, it would be a major step for O’Hare.

But new gates aren’t part of the agreement involving the city, the Federal Aviation Administration, United Airlines, American Airlines and U.S. Sens. Dick Durbin, D-Illinois, and Mark Kirk, R-Illinois.
