“Someone just got shot in the middle of the interstate,” Joel Graves says in the video, which was posted Sunday. Graves continue to record while driving by the scene, and a man can be seen laying down on the highway.

Earlier Sunday, Tracy Czaczkowski, 44, and her family were heading home to Buffalo Grove from Wisconsin Dells when police say three shots were fired at their car on Interstate 90-94 near Lake Delton. One of the bullets fatally hit Czaczkowski in the neck. Her husband and two children weren’t hurt.

Police chased the suspect for nearly 20 miles before stopping the car, shooting him in the shoulder when he refused to surrender.

Suspect Zachary T. Hays, 20, of West Allis, Wis., remains in UW Hospital while authorities are “continuing to investigate collaboratively to determine what charges will be referred to the respective District Attorneys,” a statement from the Dane County Sheriff’s Department said.

His brother, Jeremy A. Hays, age 30, is being held on a tentative charge of Felon in Possession of a Firearm. A 34-year-old brother is not being named due to his cognitive disability.
