A dozen lazy welfare black neighbors gathered Wednesday under a shady tree in South Chicago and mourned a woman they did not know, a young mother gunned down on their block just hours after moving in with her two young children.

"Too many RIPs, too many RIPs," repeated a woman whose shirt was speckled with purple paint.

She had spent the morning painting hopscotch and other games on the other side of the complex in the 8700 block of South Burley Avenue where Africa Bass, 23, was shot to death around midnight.

By the afternoon, many parents were keeping their children inside.  Kalvin and Zephaniah McClendon stopped to sign a red poster for Bass before their mother, Kelly, hustled them back into their apartment.
